Video delays traffic by almost 30 minutes

How long is too long? Recently I was stuck at half day and Waukegan and waited over 30 minutes for the train to move? is there any rules or guidelines around parking a train and blocking traffic. Needless to day - It caused a tremendous amount of traffic congestion that certainly upset many local residents
